Malcolm Gylee

Malcolm is the Director of Gylee and Associates Ltd. His experience includes ten years in the regulation of electricity in England, Wales & Scotland; since 2000 he has focused on inter-country trading of electricity and gas. This specialism has included long term regulatory projects (EC Phare and CARDS) incorporating the principles and requirements of the SEM and Athens Memorandum into the procedures of the relevant regulatory bodies. He was also directly involved in three European Union Phare projects in Bulgaria, Romania and Slovenia as the regulation specialist with the remit to support and provide training and experience in regulation and licensing of players in the energy industries in each country.

Malcolm has general experience in the wider Competition Legislation in the UK and involvement in the Restrictive Trades Practices Act 1976, the Fair Trading Act 1973 and the Competition Act 1998. He created and put into effect the Concordat for relationships between the Office of Electricity Regulation and key government departments responsible for anti-competitive practices including the Office of Fair Trading and the Competition Commission. He managed the link between the European Commission Competition Articles of the Treaty of Rome and the relevant Directive on the Single Market in Electricity.

His specialties include development of the Climate Change Levy, Fossil Fuel Levy and Green Certificate Trading. He delivered on contracts on the development of private initiatives in the creation of generating plant, private distribution networks, wholesale electricity trading, supply of electricity to customers, renewable energy policies and “Green Energy” trading. Malcolm has a PhD in Rail Infrastructure Pricing from Birmingham City University.
